Cho'Gall, enemy of dragons and high prophet of C'thun and the old gods, has tasked Halfus with subduing and enslaving a handful of captured dragons from different flights/backgrounds to do their bidding. 
He has already broken and trained a fully-grown Proto-Drake who helps him with his tasks, and he is currently working on 4 drakes: a Nether Scion, a Time Warden, a Storm Rider and a Slate Dragon.
He is also rumored to be working on groups of whelplings.

 
Raid Setup (10 man):
 
2 Tanks
2 Healers
6 DPS
 
Raid Setup (25 man):
 
2 Tanks
5-6 Healers
17-18 DPS
 
Overview:
 
The boss has a very short enrage timer (6 min-ish) considering his health, 32 Million on 10 man, 115 Million on 25, however, releasing/killing the adds gives him debuffs so he takes more damage (50% for one, 100% for two). This means you need to prioritize killing the adds so you are able to nuke the boss down in time. The big proto-drake is just a cosmetic part of the fight and just does damage to make it less tank and spank. This fight is split into 2 phases.

The Fight:


Phase 1:
 
100% -> 30%.
 
The boss literally is tank and spank. The only thing you have to do during this phase is kill both sets of adds. There are 5 different adds in total, and you get a random 2 per week. This of course changes the way you handle the fight.
The Pack of Orphaned Emerald Whelps counts the same as one "drake" for the purposes of this guide.
The meta achievement is to kill both packs within 10 seconds of each other, however when the drake/whelps are released, each one inflicts a debuff on the raid or does some nasty ability, so doing both together could be risky!
 
Proto-Behemoth:
 
Just flies there shooting random target fireballs that do splash damage (RE: Razorscale), and every 30 seconds or so uses a breath attack that does some light aoe damage which is easy to heal through.
He has nearly as much health as the boss and, even though he is damageable, there’s no point even trying to kill it.

The Adds:
 
All big drake adds melee rather hard. Be careful with your tanks!
 
Nether Scion:
 
Applies a raid-wide debuff giving 15% less hit chance, 15% attack speed reduction and 25% less damage, lasting until the drake dies. When it does die, this debuff is then applied to Halfus.
Halfus also gains an extra ability with this drake - Frenzied Assault. It doubles his attack speed for the entire encounter (removed when the Nether Scion dies).
 
Slate Dragon:
 
Does very nasty tank damage, and a raid-wide stun every so often for 8-10 seconds, which should also reduce all damage taken by 100% for the duration, but seems a bit buggy at the moment. When that stun fades, Halfus gets stunned for the same duration and gets increased damage received.
Halfus also gains an extra ability with the Slate Dragon - Malevolent Strikes. What this does is whenever the boss deals damage to anyone, they get a stacking healing reduction debuff. This means you need to tankswap often, and the whirlwind phase is a bastard for melee.
 
Time Warden:
 
For the time this dragon is alive, the entire raid is fully rooted and unable to move at all. This is removable with escape artist/cloak etc, but is re-applied every 2-3 seconds.
This dragon also slows the flight time of the Proto-Behemoth's Fireballs by quite a lot so they are easily avoidable (not that it really changes much, the damage is easy to heal).
 
Storm Rider:
 
While this drake is active, you are only able to cast instant-cast spells, as he does a raid-wide interrupt every 0.5 seconds or so.
The boss also gains a new ability with this dragon, Shadow Nova: short cast aoe damage and a knockback to everyone. It's a very fast cast time and therefore virtually impossible to interrupt.
When the Storm Rider dies however, the boss gets a debuff slowing his casting speed so Shadow Nova is a 4.5 second cast, and is therefore easily interruptible.
 
Orphaned Emerald Whelps:
 
No special abilities, just a raid-wide debuff reducing all damage done by 2000. AoEable.
When they spawn they also shoot some poison things at the Proto-Behemoth, giving him a permanent damage reduction, making the incoming damage a lot smaller (even tho it wasn’t exactly high to begin with).
8 of them spawn on 10 and 25. 518k health each on 10 man, 1867k health each on 25 man.
 
Once each drake/pack has been released, it gets controlled by Halfus and he gets 50% increased damage taken per one, so doing both packs means 100%.
 
The way we did it at least was to release the Nether Scion on the pull, and nuke that down (Tanking it on the boss for cleave damage of course). Once it was dead, we released the Emerald Whelp pack and tanked them on the boss and cleaved them down, while nuking the boss.
 
You should definitely kill both sets of adds, because then the boss will have 100% more damage taken and will be a lot easier on the enrage timer. Maybe when you outgear it severely you can just nuke it down, but for now at least that isn’t doable.
 
We popped bloodlust at around 40%, as you are able to stand still more towards the end of Phase 1 than in Phase 2.
 
This fight differs greatly depending on what add setup you have, so it's hard to write a step by step guide of what to do. It's basically a list of abilities.
 
Phase 2:

30% -> 0%.

 
At this stage the boss starts whirlwinding and resetting aggro constantly, but he remains tauntable.
We had melee stay in on 10 man, as it was healable quite easily. If he berserks, it will most likely be during this phase which gives him a lot more speed, damage and makes him un-tauntable, so it doesn’t take long for everyone to die after that happens.
All that you need to do is zerg it down while outhealing the whirlwind damage and the proto-behemoths damage. The only "hard" part about this fight is getting it sorted so you can do it before he enrages, but then if you know what you’re doing even that shouldn’t be a problem.
